It belongs to the first phase of Gdynia modernism, i.e. early functionalism. Designed by Warsaw architects Julian Puterman-Sadłowski and Antoni Miszewski in 1928 and not finished until almost a decade later. It was decorated with numerous Art-Deco elements, including two stylish clocks. Unfortunately, most of them were lost during conversion when one storey was added to the building.
